My wife’s storage is showing as full, primarily due to photos.
However, iCloud Photos is enabled and there is sufficient iCloud storage in our family account.
Why isn’t the photo storage on the iPhone showing as significantly reduced?

She should elect to optimize photos (settings > photos). This will keep lower resolution photos on her device and originals in iCloud. If she is syncing, everything remains in both places.
