I want to turn on Switch so I can control my iPad from my iPhone. Both iPhones have the Switch option on but the Switch option is greyed out on my iPad Air. Is there a fix?

According to Use Switch Control on your device to control another Apple device - Apple Support, you can use one Apple device to control another so long as both are on the same Wi-Fi network and signed into the same Apple ID.
After ensuring the above is completed and Switch Control is enabled on both devices: , please try restarting the iPhone and iPad to see if it resolves the issue:
If not, please ensure both the iPhone and iPad have the latest iOS/iPadOS version installed:

Do you have any other accessibility settings enabled? In the information from a previous post here: Switch control option is greyed out and I… - Apple Community, disabling the option for the Assistive Touch feature allowed the option to use Switch Control as expected.
If needed, you can check additional accessibility settings with the help of the guide page here: Get started with accessibility features on iPad
Should the issue remain, check your restriction settings as well.

Yes, I saw that too and Assisted Touch was already off. Definitely no child controls on either. I think I've read every online discussion before posting here so have already tried the obvious suggestions. It's quite mysterious.
Yes, I have tried all of those steps multiple times. The problem is still there.
