Apple wallet ( adding state ID )

So I was trying to add my ID to my wallet and it didn’t give me the option. Does anyone know how to fix this problem?

Adding Driver License / State ID is ONLY available in the State of Arizona US. Does your State ID come from Arizona?

Furthermore this is an iOS 15 feature. Do you have the latest version of iOS 15 installed on your iPhone? The latest version is iOS 15.5.
