how to fix this, whenever i try to upgrade my iCloud it wont let me when i press upgrade it will just go to payment method

May be you have to contact your carrierr (?)
You can add another payment method:
Sign in to your Apple ID account page and edit / update your Apple ID details.
On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.
Or -> Change, add or remove Apple ID payment methods
