iCloud not syncing across multiple devices

I am having serious problems getting iCloud to sync across all my Apple devices.

Calendars is syncing fine

Contacts is syncing between iPad and iPhone but not with the Macs (MacBook Pro M1 16 and iMac M1)

Safari (bookmarks, tabs, etc) is not syncing on any device. In fact, if you sign into iCloud from a browser, and look to restore the bookmarks, I don't even have a choice - leading me to believe that my bookmarks are not even in iCloud. (See below)

I have tried all the usually things (signing out of iCloud, turning sync on and off in system preferences, etc) but nothing is fixing it.

Looking for new ideas

iMac, macOS 10.12

Note: Safari uses iCloud to keep your bookmarks the same on your iPhone, iPad, iPod touch and Mac computers that have Safari turned on in iCloud preferences. On your iPhone, iPad or iPod touch, go to Settings > [your name] > iCloud, then make sure Safari is turned on. With iCloud, your bookmarks and Reading List are archived automatically, and you can restore them from an earlier version at any time.

From a web browser , when you sign in with account credentials at www.icloud.com the bookmarks are not shown as 30 days are crossed and they are erased permanently If you accidentally deleted your calendars, bookmarks, or contacts from iCloud - Apple Support

Did you set up time machine , if so Restore items backed up with Time Machine on Mac - Apple Support

Are you still experiencing the same issue or has it been resolved? I’m having the same experience and it’s been like this since March.

Thanks for the reply, but before I posted here, I had already followed all the instructions in the Apple Support Document that you provided. It did not fix the issue. Hoping for a more unique suggestion.
