Business marked as Permanently Closed

How does Apple Maps allow other competitors to report a business as permanently closed when it has never closed; and then make it impossible to correct it. We have had multiple issues and clients calling the office to ask why we permanently closed when we have neve closed. We cannot even correct this after “reporting an issue” multiple times. Then Apple wants us to pay to correct the problem they caused in the first place.
