My cat laid on my IPad keyboard and deleted half of a Note (my work to-do list!). How can I revert to an older version of the Note from iCloud?

you cannot. If you sync with iCloud, your note in the cloud is identical to that on your iPad.
If you do not sync notes, then your note may be in a recent backup. You could erase your device and restore it using that backup.
