Ensure that the Hotspot feature is provided and available from your carrier for your account.

Open Settings ▶️ Cellular ▶️ Personal Hotspot: Set this to ON.

Ensure that Wi-Fi on your iPhone is also set to ON.

Try looking for your personal hotspot on your Sony PS4 again.
