Issue with uploading photos and videos to my iCloud.

Hello! There is a problem with uploading photos/videos to my iCloud Storage. Even though i have more than enough space on the iphone and bought 2TB iCLoud storage, it still says "Not enough iCloud Storage". How can I fix it? I turned the phone on and off, i did the newest software update. I was connected to wi-fi and was charging it, while i was trying to see where the problem is coming from. Nothing works for now.
