Hold down the option key while opening photos and select the iPhoto library. Your library will convert.

I would keep the original iPhoto Library on an external volume, until you are sure, that all videos and photos have been imported correctly. I needed occasionally to recover an original photo or video from a very old iPhoto Library, when the imported version in Photos could not be read or had become corrupted.
Launch Photos, press the Option key straight afterwards, select Other Library, and choose the iPhoto one.

Photos is just the replacement for iPhoto. Your photos will be in photos. Should you backup? Yes, of course.
