icloud problem

my icloud account was open and after updating settings app it asked for another icloud account to unlock the device and i'm not in touch with the previous owner and i don't know if this icloud belongs to him and i don't know how to get my iphone back

Only the previous owner (the one who's credentials are required), can unlock the device. Return it or recycle it responsibly.
