Cannot turn on extensions in Safari in Catalina even in Safe Mode

I am running Catalina on a MacPro. I have tried to enable several extensions in Safari 15.4 but have not been able to do so even in Safe Mode. Is there some way to override this override this "helpful" security feature?

Since moving to Catalina, my Safari extensions are there but I cannot click the checkbox, it remains blank, HELP! My extensions are there but when clicking on them the box does not check. Help Lee

Safari extension boxes can't be checked, extensions are not working Hi, I just update the MacOs to Catalina 10.15.3 and now none of my extension boxes can be checked after they were un-checked (extension such as Wipr, Honey etc.) Clicking the boxes won't do anything. I have tried uninstalled and reinstalled the extension multiple times, as well as rebooting but it didn't work. Please help.

Did you install the latest update?

Download Security Update 2022-003 (Catalina)
