how to delete an app from the cloud so it can not be downloaded again

My daughter has downloaded a free app on to her iPad that is now showing inappropriate content. She deleted it but I did find it on her iPad again. Because it is in the Cloud, she did not have to put the password in again. How do I delete an app from the Cloud so it can not be easily accessed again? TIA

Apps “purchased” in the App store, including free Apps, are forever tied to the AppleID account from which they are purchased. While they cannot be deleted from the account, Apps can be hidden - inhibiting easy repeat download.

Apps are not stored on iCloud.

If you go to the App Store, and app may have either "Open" or a cloud with down arrow icon (but not both).

If it has "Open", that indicates the app is already currently installed on your device. If the app is not on a home screen, look for it in the App Library.

If it has a cloud with down arrow, that indicates that you have previously purchased the app (or dowloaded a free app). You can download it again by tapping the cloud with down arrow icon. If you do, it downloads from the App Store, not from your iCloud.
