If we understand your post correctly, you turned off background activity but you're still seeing background activity for some apps on your iPhone. We’d like to help.
There are several options available when you turn off Background App Refresh.
To improve battery life, you can turn off the feature that allows apps to refresh in the background. Go to Settings > General > Background App Refresh and select Wi-Fi, Wi-Fi & Cellular Data, or Off to turn off Background App Refresh entirely.

What are the settings set to under the Siri & Search, and Notifications tabs for this app?
If you restart your iPhone normally, does the issue remain after?

If you just recently turned off background app refresh, the previous readings from when it was on will still reflect until they fall off the 24 hour and 7 day records in Settings > Battery.
If issues persist 7 days after turning that feature off, we suggest reaching out to Apple Support.
