Apple Watch no keyboard in list on messages

When we swipe up on a text message Scribble is the only option. On all of other other watched it also has keyboard. I see lots of people with this problem but no solution. Everyone sems to get the same messaging options that includes:

• If you don’t see the keyboard, swipe up from the bottom, then tap the Keyboard button.

and it doesn't work there is no keyboard but only on this one watch. Everyone else in the family has keyboard.
