This turned out to be an easy fix. On your AppleWatch, go to:

Settings

Accessibility

Side Button Click Speed

Change click speed to “slow”

Then, when you want to use Apple Pay, simply double click from home screen and hold watch up to reader.

Apple pay stopped working at till

Recently I had turned on AssistiveTouch in Accessibility. I had turned it off and Apple Pay was not working from the Watch,  I turned AssistiveTouch back on, then turned OFF the “Confirm With AssistiveTouch”, then turned off AssistiveTouch, and the ApplePay worked again, showing the “Hold Near Reader” when you double tap the side button

Hey there, and welcome to Apple Support Communities slickrocky1,

We can certainly understand your concern and see you came to us from the article Make purchases using Apple Pay.

We recommend checking out these steps for more information on using assistive touch on your watch and see if it matches up with your procedures.

" Use the Confirm with AssistiveTouch feature

You can use AssistiveTouch to perform a double click on your Apple Watch side button, such as when you confirm a payment using Apple Pay or unlock your Mac.

  1. Open the Settings app on your Apple Watch.
  2. Tap Accessibility > AssistiveTouch.
  3. Tap Confirm with AssistiveTouch, then tap Continue.
  4. Double click the side button, then type your passcode.
  5. Double click the side button again to confirm.

Once you turn on this feature, you can confirm an Apple Pay payment using the action menu, or unlock your Mac with a double clench. "

These steps will help ensure your device is working with ease and can fix common issues like the ones you’re experiencing.

Kindest regards!

I first turned on the switch for Assistived touch. Then, following the instruction from R_Gabriel when I get to #3, I tap the switch Confirm with AssistiveTouch to turn it on, but when I hit Continue, it goes back to #3 again. Continue and Not Now are my only options. If I try to double click the side button, as it has in #4, it takes Apple Pay instead of putting in my passcode. Something is broken. Haven't done a reset, but it is annoying.

I then checked Hand Gestures, and turned that off. I went back turned Assistive Touch off, then on, then off, then on, but still get caught in the loop when I get to #3.

My deal isn't just with Apple Pay, it is also any time the computer says to double-click the side button on your Apple Watch that is really getting me annoyed.

I turned watch off/on. Now I can confirm it - but like someone else said, gettig the double-click needs to be real quick.
