This turned out to be an easy fix. On your AppleWatch, go to:
Settings
Accessibility
Side Button Click Speed
Change click speed to “slow”
Then, when you want to use Apple Pay, simply double click from home screen and hold watch up to reader.

Apple pay stopped working at till
Recently I had turned on AssistiveTouch in Accessibility. I had turned it off and Apple Pay was not working from the Watch, I turned AssistiveTouch back on, then turned OFF the “Confirm With AssistiveTouch”, then turned off AssistiveTouch, and the ApplePay worked again, showing the “Hold Near Reader” when you double tap the side button
Hey there, and welcome to Apple Support Communities slickrocky1,

" Use the Confirm with AssistiveTouch feature
You can use AssistiveTouch to perform a double click on your Apple Watch side button, such as when you confirm a payment using Apple Pay or unlock your Mac.
Once you turn on this feature, you can confirm an Apple Pay payment using the action menu, or unlock your Mac with a double clench. "

Kindest regards!
had the same problem after updating to watch OS 9.6.1
a restart of the watch solved this issue.
settings app -> general -> shut down.
The double -click feature on my Apple Watch doesn't work. Following the instructions about Assistive Touch feature, it requires me to double-click to set it up but double clicking does nothing. I've tried to double-click fast, slow, with no response.
I do not have a button to click on just a criwn
I solved the same problem by shutting down my watch and restarting it. Double click function fully returned.
Double-click the flat button, not the digital crown button? Digital crown one takes you to apps.
Instead of changing the click speed to slow, when double clicking to confirm do it super fast and you will get the prompt to put your passcode in. May need to try a few times if not doing it fast enough. This worked for me.

Have your Watch inspected, that's weird
I first turned on the switch for Assistived touch. Then, following the instruction from R_Gabriel when I get to #3, I tap the switch Confirm with AssistiveTouch to turn it on, but when I hit Continue, it goes back to #3 again. Continue and Not Now are my only options. If I try to double click the side button, as it has in #4, it takes Apple Pay instead of putting in my passcode. Something is broken. Haven't done a reset, but it is annoying.
I then checked Hand Gestures, and turned that off. I went back turned Assistive Touch off, then on, then off, then on, but still get caught in the loop when I get to #3.
My deal isn't just with Apple Pay, it is also any time the computer says to double-click the side button on your Apple Watch that is really getting me annoyed.
I turned watch off/on. Now I can confirm it - but like someone else said, gettig the double-click needs to be real quick.
Unfortunately, double click doesn't work for me here either. I have the click speed set to slowest.
Double-click is also not working for me. Both the single and double click bring up the doc.
Very helpful. It worked. Thank you
Assistive can’t be used if double click doesn’t work.
