Quick start not activating

I would like to use quick start to transfer files to my new iPad but the quick start is not working

Quick start doesn't appear I have new phone, Iphone 11, and I want to transfer everything from my Iphone XR, but the quick start doesn't show up. What can I do?

When using Quick STart to transfer data from old iPad Manually, it just goes back and forth. Am trying to set up new iPad directly from old iPad via Quick Start. Both are plugged in, on same wi-fi with Bluetooth on, etc. and when I select "Set Up Manually" it goes to Apps & Data next page, and asks to choose how to transfer, I select "Transfer Directly from iPad." Then it just bounces back to the preceding page of quick start where I select Set Up Manually. There is no indication that any transferring has begun...it goes from one page back to the other. Eventually, the new iPad goes to sleep and have to re sign in.

Perhaps your devices fail to meet the Quick Start requirements.

Regardless, you should choose one of the other transfer methods shown in the article linked above.
