Hmm, that's interesting, is your 13yr old's Apple ID in the Family Sharing already? Unfortunately, I cannot create a Family Sharing group, nor am I in one, so I cannot play around with the settings, so it may be hard for me to help you.

I suggest you contact Apple if this issue is still persisting. My first post here got Apple Recommended, so the chances of getting another reply from someone else is slim.

I meet the requirements because I already have apple cash. I'm trying to set it up for my 13 yr old who is under my family sharing.
