Where are you seeing this?
The way it works is there is constant back and forth communication. There is no "solid" continuous one way signal. It may seem that way because of the speed of radio waves and etc, but it's not, it's an infinite series of data packets (so to say) going back and forth. There is a constant "handshaking" to keep information flowing.
Some views of this normal process look like searching when in reality it's a type of conversation, i.e. back and forth.
