How can I access the "People" albums in the iCloud for Windows app? On my iPhone, I can see my photos in iCloud in individual albums for each person (as I identify them.) When I have tried that using my iCloud for Windows app, I don't see that option.

The People album is only supported by devices with the Photos app installed. Since you can't use the Photos app on a Windows PC, there isn't a way to access the People album from it.
