Activation lock in Ukraine

Who knows what documents are needed so that Apple support is enough to unlock the Activation Lock?

I have a guarantee from the store, and documents from the bank about payment by bank transfer.

Support writes that my Ukrainian documents are not enough, but the letter is sent with donotreplay, so I can't talk to a real person.

In chat and on the phone they answer that we are not able to solve your problems, look for help elsewhere
