After update 2 days ago– attached docs on email cannot be opened or downloaded: error message says check permissions. After changing all permissions to Read and Write, still get error message. MB Pro mid 2014 2.8 GHz Quad-Core Intel Core i7 (16 GB 1600 MHz DDR3)

Please file a bug report with Apple. Perhaps the best way is Feedback Assistant. Only takes a minute or two. This major inconvenience is not going to get fixed until Apple realizes it is a major hassle to a number of people.
I filed a bug report - in the meantime, seems like I can open some documents like Pages but not when using share menu for .txt exports.
