I have opened an app (EBay) and the next screen is stuck, can’t open or close please advise

I had opened an App for EBay on my IPad 3 Air, but the next screen can’t be open or close

apps downloaded to iPhone 6 greyed out I have an iPhone 6 running iOS 11. When I try to download the eBay app from the App Store, the circle showing the state of the download goes round to 3 quarter complete and then stops and goes back to the initial state. The app is on the Home Screen but greyed out and cannot be opened. I have tried all the obvious things, delete app from screen and iPhone storage, reboot phone but it always does the same behaviour. My ipad has a screen that said unable to install app but I tried to press the ok button but it won’t go away please help Ok,so when I installed an app i on my iPad and the screen said unable to install an app I kept pressing the ok button but it won’t go away I tried everything, I tried to restart it but when I pressed it it didn’t restart please apple can you help me
