Apple pay issue

i updated my ios a day after 15.5 was dropped. And since then I’ve been having issues with my phone. I can’t download apps from the app store, only update the ones i have before. I can’t sign out of my apple id. And the apple pay isn’t showing the reason for not working

Apple ID problems I just bought an iPhone 13 PRO Max and i am using the same Apple ID since many years back. But since i got this phone i am not able to use Apple Pay. My card is on wallet but double clicking the side button is not working and i have enabled that in settings. And in App Store i am not able to download anything new, when i press get it just spins and return to get. When i am playing a game and want to make à in-app purchase it is just spinning forever. I am using the latest IOS 15.3.1.
