I have download a DMG file to my iPad Air, how can I install the program to the device. In Window / Mac environment, I just double click the MSI / DMG file and it will start the installation, what is the procedure in iPad environment?

If you have a DMG file, that would be code compiled for Mac OS X only and simply cannot run in iOS at all. And there is no way to install it since the sole supported installation portal for iOS software is Apple's App Store.

You can't download software to an iPad unless it is available as an App in the App Store.
