I can’t add cards to wallet. “Need to contact the card issuer” but from the bank there's no problem.
what can I do?

If you haven't already, have a look at this article: If you can't add a card to Apple Wallet to use with Apple Pay
If it doesn't help, contact your card issuer as the alert says. There may be something needed on their end.
