Put The Multitasking Setting Back

Presumably your iPad is running iPadOS15.
Unlike iPadOS14 and earlier versions, multi-tasking cannot now be disabled from settings. Multi-tasking has received a significant overhaul, both simplifying its use and introducing new controls.
Apple neither directly participates nor monitors comments made within the Apple Support Communities - this being principally a user-to-user technical support forum. Apple do invite submission of constructive feedback and feature requests via its Product Feedback portal - this perhaps being the most appropriate channel through which to make your feelings known. As for accessing and controlling multi-tasking, the small “three-dot” button that is found at the top-centre edge of the screen is key to accessing (or avoiding) multitasking features of iPadOS15.
