restore in progress

I have had my Iphone 13 max for two months. I used Icloud backup for the switch of devices. Though ever since, my restore in progress has been stuck at “an estimated 3.4 GB will be required to finish restoring apps and data.” I have only used 18 GB of my 50 GB icloud storage. It will not let me “stop restore” manually. Though I have went through all of my music and apps to make sure they are downloaded. How do I continued my restore so I can software update my phone?
