Family sharing asking for payment method when payment already present

Hi,

Am trying to setup family sharing. Am the organiser. I have added payment methods on my account. Now, when i go to enable purchase sharing. It asks to add a Payment method. Am confused. I already have all the payment methods supported in my country and even have significant balance on my apple account. The same payment method is already used by iCloud subscription. I have also cross checked whether am using the same account.

What am i missing ?
