European 20 watt usb-c wall charger won't charge

I purchased a european 20 watt usb-c wall charger, when i plug it in my mac's battery charging symbol appears but when i click on the battery it says battery not charging. I tried multiple different outlets. Could it have to do with the wattage?

I suspect it does. 2018 and later MacBook Airs use 30 watts (or larger) power adapters.
