Icloud photos & storage
Is it possible to have a 200gb worth of photos that are backed up on icloud on a 128gb phone.
This includes switching on icloud photos and optimizing iphone storage in the photo settings

That should work with iCloud Photos and "Optimise iPhone Storage" enabled. I had no problems with 250GB of iCloud photos on an iPhone 5s with only 64GB storage, as long as you do not need huge amounts of storage for your Music and mail and books and videos as well.
