I was able to invite people to join Family Sharing and they can see my past purchases, however, the restore purchases button on apps (ex. Notability, Flexcil) do not seem to work. Can someone help provide a guide to share in-app purchases as well?

Thank you for reaching out in Apple Support Communities. You'll want to keep in mind that some participating apps will allow you to share in-app purchases. Consumable in-app purchases, such as coins or gems cannot be shared in Family Sharing. You'll want to visit the App Store for the app in question, that has the in-app purchase to see if sharing is an available option.
