In our home we have two adults, from the HomeKit point of view an Owner and an Admin. The Admin can make lots of screens and short cut but cannot Add accessories. It appears that only the Owner can add accessories. Is this correct? Is this by design?
I only have the one lamp so I can't test this behavior, but I've set my wife up so she allowed to Control Accessories Remotely and Add and Edit Accessories. I would assume both of those features would work if she tried. You could try toggling those switches off and on again to see if that helps.

In lieu of a dedicated feedback route for HomeKit use Feedback - HomePod - Apple to let Apple know things aren't working as it would seem they are meant to.

That’s what I have configured as well; but the add always fails just before the prompt to associate a room to the new accessory.
HomeKit Admin rights?
