HomeKit Admin rights?

In our home we have two adults, from the HomeKit point of view an Owner and an Admin. The Admin can make lots of screens and short cut but cannot Add accessories. It appears that only the Owner can add accessories. Is this correct? Is this by design?

I only have the one lamp so I can't test this behavior, but I've set my wife up so she allowed to Control Accessories Remotely and Add and Edit Accessories. I would assume both of those features would work if she tried. You could try toggling those switches off and on again to see if that helps.
