why is system using so much storage

My 2019 Macbook Pro is saying that the "system" is using 84gb of storage & can't update as there is not enough storage space. Is this usual?

MacBook Pro 13″, macOS 10.14

What Apple used to label "Other" is now labeled "System Data".
