Have you had the chance to double-check the storage capacity on each device? If you've completed Quick Start then you can check again in Settings by following the steps in the link below. If it turns out you purchased a lower storage capacity iPhone than you originally thought, you can continue with the advice in Move from your current iPhone, iPad, or iPod touch to a lower capacity device.
If the issue continues, let the community know the exact storage capacity you see in Settings > General > and tap [Device] Storage for each device.
