Issues with New iCloud Terms and Conditions

I have repeatedly accepted the new T&C for iCloud. However I receive an error message that disappears immediately, before I am able to read it, and continues to indicate I must accept the new T&C. As a result, I can not update my photos to my computer. How do I resolve this issue?

So I signed out of my iCloud account, rebooted my computer, and signed back in. Things seem to be working properly now. Thank you.
