Trying to import paragraph styles from one document to another in Pages v12. In Pages v9, it would start with going to Format > Import Styles ... But in Pages v12 I don't see Import Styles under Format.

I suspect you are referring to "Pages '09", which was version 4 of Pages.
Version 5 was a 'grounds up' rewrite of Pages, a new application sharing little beyond its name with the earlier version. Several features supported in Pages v4 were not included in v5 and succeeding versions. Some were eventually restored, and several new features have been added since then, but some, including the Import Styles menu item, are still absent.
Custom formats can be copied from one document, and pasted into another. These are saved in the document, and are document specific.
