Cannot open PDFs in Mail attachments and Safari PDFs

Seems that anytime I already have a PDF file open in Preview, I cannot open another PDF directly from a Mail attachment or a Safari opened PDF (PDF opened in a Safari Window.) I get the warning in the image below. I find it interesting as you cannot change permissions of a PDF file that is not stored on the SSD. I have to save the PDF to my SSD and then open it up from Finder without the need to change file permissions. Otherwise, I have to quit Preview and then can open up one PDF from a Mail attachment or a Safari opened PDF.


I have booted into recovery mode and used Disk First Aid to repair permissions, reloaded the whole OS from recovery mode. I removed the following folders and their content that were named: com.apple.PreviewLegacySignaturesConversion

com.apple.Preview

com.apple.Preview.Markup

com.apple.Preview 18.01.12


Still having the issue. It seems to have started with the last OS update.


I am running MacOS 11.6.6 on a Late 2013 MacBook Pro Retina.


Any suggestions to fix this annoying issue? Thanks in advance.
