I got a new iPhone and cannot unlock my Apple Watch to unpair it and pair it to the new phone because it won’t unlock unless the old phone it was paired to is unlocked. I don’t have an option to enter a passcode.

To unpair and erase watch and remove Activation Lock
From a web browser,sign in to iCloud.com with your Apple ID.
Go to Find iPhone.
Click All Devices at the top of the screen.
Click your Apple Watch.
Click Erase [device]. Select Next until the device is erased.
Click Remove from Account.
Thanks for your response. My watch is not showing up there. When I go to my devices under my Apple ID in my phone or iPad in settings, it shows it there but shows find my is turned off.
