I have enough iCloud storage, but my photos still won’t upload to iCloud
How do I get the photos to backup?

Connect to WiFi and connect a charger. Then open the Photo app and lock the screen - then uploading usually starts.
Also make sure you have iCloud Photo enabled here:
Settings -> Apple ID -> iCloud -> Photos
