I can’t update my payment method.

I’ve tried to add a new payment method on my phone and the form keeps erroring saying it’s incomplete when it’s not. I logged in to iTunes on my desktop and tried to add a payment method and the screen locked as it was trying to add the new card. Is the apple payments system down?
