If need be quit the installer.
If you have the full installer in your Applications folder ~12 GB try booting into Safeboot mode log in and launch your installer again from applications folder. "Install macOS Monterey.app"
SafeBoot How to use safe mode on your Mac - Apple Support
If you do not have the installer, using the command line, this will bypass the secure token/owner check from the Software Update pref pane, from the Terminal.app copy and paste:
sudo softwareupdate -i -a -R
a break down of the flag definitions:
-i Install
-a All appropriate updates
-R Automatically restart (or shut down) if required to complete installation)

I can’t download Monterey because my window won’t shrink to see a Continue button
Help!
Adjust some of the setting in Dock as per option in below image. Like Hide Dock, Reduce the Magnification etc
One the keyboard Command and Minus (--).
This should zoom Out the screen if it was zoomed to more than 100%
This did not work. The macOS Monterey window will not shrink and I can’t find a continue button
