Recently I tried to add a music video to my iCloud library:
However there was this blue cloud with a line through it on the right, and when I clicked on it, I got this:
And it won't sync with any of my other devices.

Purchased music videos should show on your device via the cloud. You cannot sync music videos independently of other music items, nor can you sync Apple Music content over a cable. A potential workaround would be to treat non-purchased music videos as Home Videos and access them through the TV app on your devices.
