Why can't I reset my NVRAM?

I've tried resetting my NVRAM by shutting my computer down and using the option/command/p/r shortcut while starting it back up. The startup sound happens while I'm pressing, but then it will go to my normal login screen no matter how long I hold. The shortcut seems to have no effect on normal startup. Am I doing something wrong? Is there another way to reset NVRAM?

Reset NVRAM or PRAM on your Mac

If your Mac has issues related to settings stored in NVRAM or PRAM, resetting it might help.

The steps in this article apply only to Mac computers with an Intel processor. They don't apply to Mac computers with Apple silicon, and aren't needed on those computers.
