Why can't I reset my NVRAM?

I've tried resetting my NVRAM by shutting my computer down and using the option/command/p/r shortcut while starting it back up. The startup sound happens while I'm pressing, but then it will go to my normal login screen no matter how long I hold. The shortcut seems to have no effect on normal startup. Am I doing something wrong? Is there another way to reset NVRAM?

Do you have a firmware password set?
