How to turn iCloud off without losing my photos?

Your photos will not disappear from iCloud if you disable iCloud Photos on your iPhone. However, you should be aware that if your photos exceed the free 5GB of memory that comes with iCloud, then you may risk your photos being removed over time.

To avoid this, you can buy more space, but can understand that what you are not interested in. What I would do if I did not want my photos to be synced in iCloud.

First, download your Photos. Go to: https://icloud.com from your computer. Sign in with your Apple ID and go to Photos. There you can see all the photos that are synchronized with iCloud - you can choose to download them to your computer. Then delete them from iCloud if you do not want them to take up space.

About Live Photos. If you use Windows, it is not a given that Live Photos is supported. Live Photos are not normal image files and you may need to convert them to a readable format. Possibly a gif. file.

It is known very commonly that Live Photos are downloaded as video files, on Windows. As described earlier, they must be converted to another format, ex. GIF - if you do not want to keep them as video files. If the JPG file shows a normal image and Live Photo shows the "video" of the image, then you can just delete the JPG file manually.
