I want to have my all my apps and information on my existing iPad Pro also exist on my new iPad Pro, how do I do that? Am I able to have them sync regardless of which one I am using?

You should note that if the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available.
“Transfer” is rather a misnomer. In reality, your data and setup is merely cloned to the new device. Nothing is moved or removed from the original device - but simply clones your existing iPad to your new iPad.
An alternative to transferring data between devices is to restore either an iCloud or iTunes backup to the new device:

After you have transferred data, you can keep much of your data synchronised between devices using iCloud. You can access the necessary configuration settings from your devices - each needing to be set-up to be the same:
Settings > [Your Name / AppleID] > iCloud
From this configuration page, you can see all the services and Apps that can be synchronised via iCloud. Enable all the services and Apps that you wish to synchronise between devices.
