On your iPhone:

Settings App > Messages > Text Message Forwarding > Make sure your iPad is turned on

If you want changes you make, such as messages deletions to mirror both devices, go to Settings and at the top where you see Your Name, Apple ID, iCLoud etc., tap that, then iCloud and make sure Messages is turned on in the cloud on both devices.

Just make sure both devices are logged into the same iCloud account and that you have iCloud activated for contacts and calendars.
