Nothing here. This is a user-to-user support forum. Apple's participation here is minimal.
Other possible things you can try:
Close an app on your iPhone or iPod touch - Apple Support
Which one is the default contact account? Settings>Contacts>Default Account. At a guess, I'd say it used to be iCloud and it's now your work account and your work account doesn't support custom labels.
Just for kicks, try changing the default account to iCloud and see what happens. You can always just change it back if it doesn't make a difference.
It's possible that your work email system has been changed on the server end.
Appears this is not the case. And to add to the mystery, the contacts when I was able to create custom labels, still have that option - and their custom labels. The "newer" contacts do not. This is a bizarre discrepancy.

What account (e.g. Goggle, Yahoo, work) are your contacts synced to? Not all accounts support custom labels.
iCloud and my work account. It supported custom labels prior to IOS 15, it seems.
Default account is my work account, as it has always been, and I always had custom labels before. There has been no substantive change other than the iOS.
